Global warming czar says no cap and trade this year - Examiner.com- About: global warming news

Cap and trade legislation was on the fast track but the administration shifted its focus to health care which is currently mired in debate and faced with a public wary of the program. Acknowledging that it was unlikely any climate legislation would be passed before the Copenhagen conference, Browner said, "I think we would all agree the likelihood you would have a bill signed by the president on comprehensive energy by the time we go early in December is not likely. Without the United States actively participating or able to truly agree to anything, the significance of the conference is greatly diminished. Whether there are enough votes in the Senate to pass any climate change legislation at this time is a big question as Senators are aware of public sentiment that is very much against more government spending or any type of tax increase.
