Jones' request that Mann delete e-mails was revealed four months ago when an anonymous hacker tapped into a computer at the University of East Anglia in England and posted to the Internet the climatologists' e-mails. The unauthorized disclosure of the e-mails touched off academic investigations of Mann, director of Penn State's Earth System Science Center, and Jones, director of the Climate Research Unit at East Anglia. Penn State's first panel of inquiry concluded that Mann properly preserved e-mails related to the AR4 report; that he was not part of any deceptive "hide the decline" conspiracy to conceal data; and he did not use confidential information to keep skeptics from publishing research. The Foley report said the university has information that the National Academy of Sciences didn't have in 2006, when it found Mann's research to be "well within the bounds of accepted practice.
