Some of them are things that were already being done, like the state's existing appliance standards, but ratchets them up a little bit, or like the new auto-emission standards that the Obama administration has taken to the national level. But to get the kind of leverage you really need to make this program succeed, the United States has got to step in — not only to work with us and all the other states, but to take the leadership role at the international level as well. If we're wrong about how this will work, there's the ultimate fail-safe that the program can be suspended for a period of time while we take corrective measures — but within the broad context of keeping the goal in mind. If the project is in the desert, the electricity still has to get from that source to the market, so transmission is a key driver.
